Comprehensive Property Condition Assessments and Phase 1 Environmental Site Assessments for Virginia, Washington DC and Maryland. For projects outside these areas, we will evaluate on a project-by-project basis.

Our inspections are performed by our experienced team led by a Naval Academy graduate with an MS in Building Systems from the York Institute with over 35 years of experience in building structural, mechanical, electrical, and environmental systems in accordance with ASTM Standards.

All facets of every PCA & Phase 1 are done by the Donofrio staff, providing for a timely and accurate inspection.

Our experienced team has conducted thousands of inspection on all types of buildings to include large office buildings down to office condominiums, industrial sites, retail sites, restaurants, multi-family buildings and hotels. Our inspections will include but are not limited to the following:

    • Non-intrusive assessment of the foundation and structure to determine evidence of deflection or movement.

    • Windows, doors, electrical, appliances, plumbing, etc.
    • Common areas
    • Hallways, lobbies and stairways

Environmental Site Assessments

Phase 1

  • Conducted to determine the presence of hazardous waste/petroleum products and evaluate any likely environmentally hazardous site history.
  • Certified in strict accordance with E1527-13, ASTM Standards of Practice
  • An investigation of the current and past uses of the property, back to at least 1941, to determine if there are any conditions (REC’s) that are indicative of releases of petroleum or hazardous material at the site, now or in the past.
  • Site examination, review of historical data, examination of adjoining sites and interviews with key personnel with site knowledge.

Phase 2 (Perform Limited Phase 2)

  • Typically, if the Phase 1 ESA determines a likelihood of site contamination, an intrusive investigation is conducted which collects samples of soil, groundwater, and/or building materials to analyze the quantitative values of various contaminants.

Reserve Studies

The Reserve Study consists of the Physical Analysis and the Financial Analysis. The Physical Analysis assesses the current condition and repair or replacement cost of the major common area components the association is obligated to maintain. The Financial Analysis contains an evaluation of the association’s Reserve balance (measured by Percent Funded) and a recommended Funding Plan to offset the anticipated replacement cost of the major common area components the association is obligated to maintain.

Reserve Study: It’s the LAW

Reserve Studies are required per the Condominium Act (55-79.39) and the Property Owners’ Association Act (55-514.1) at least every five (5) years with an annual review. We are here to help you stay in compliance with this law.
